The Board of Managers is guided by the sections pertaining
to the Board of Managers in the Book
of Forms (presently sections 158 through 173).
The Board of Managers' responsibilities are:
- Regularly assess the financial position of the church and the care
and maintenance of its physical assets.
- Present the annual report of the Board to the Annual Congregational
meeting.
- Coordinate and organize proper care and maintenance of the church
and manse properties and the church owned assets.
- Assess annually the physical enhancements and improvements required
to the church property, and assets (including the manse), and ensure
their inclusion for approval in the annual budget.
- Through the Office of the Treasurer:
- Prepare the annual budget for presentation to the Session and
subsequently to the congregation.
- Prepare and present the financial statements at each Annual Congrgational
meeting.
- Ensure the prompt and efficient payment of all accounts - i.e.
salaries, honoraria, supplies, services and assessments, etc.
- Maintain proper records of all transactions.
- Manage the financial resources of the church.
- Be responsible for the control and custody of the church offerings
through the weekly contributions and through special offerings etc.,
and have the Envelope Secretary maintain the record of offerings and
prepare receipts of individual contributions quarterly and annually.
- Coordinate the booking of the church space for various events and
uses, and where applicable, ensure the collection of rents or fees,
and signing of a contract.
- Report quarterly in the Dayspring Newsletter or Family News the financial
status of the church.
- Recruit members of the congrgation to help with the maintenance of
grounds, snow removal, and where necessary, contract out such work.
- Hire and pay personnel required for the satisfactory operation and
maintenance of the church, i.e. Church Secretary, Janitorial Staff,
etc.
- Inspect annually the manse property as provided for under the terms
of agreement between the Minister or other occupant, and the church.
- Present to the congregation extraordinary or large capital expenditures
for approval.
- Present to Presbytery or General Assembly proposals for capital expenditures
for approval.
- Have a representative of the Board prepare minutes of each meeting
for distribution to each Board member, the Minister, and the Clerk of
Session.
- Be aware of, assist with, or initiate fundraising projects in consultation
with the Stewardship committee.
The convenor only has the casting vote on decisions at Board of Managers
meetings, and is responsible to:
- Coordinate and chair meetings of the Board.
- Ensure that responsibilities of the Board are accomplished.
- Direct the members of the Board in their functions and select members
for the sub-committees which include:
- church maintenance;
- manse maintenance;
- grounds maintenance;
- space-use coordination;
- budget preparation;
- liason with the janitorial staff;
- ad hoc sub-committees as required.
- Ensure the Board position requirements are communicated to the Nominating
committee.
- Work closely with the Vice-Convenor and Treasurer to complete the
other functions of the Board such as the preparation of annual reports
to Session and the congregation, and to ensure that information is conveyed
from the Board to Session and vice-versa through liason. Coordinate
the church budget, be responsible for church finances, and prepare any
special reports for either the congregation, Session, Presbytery, or
General Assembly.
- Interact with all church committees, Session, and the Minister.
